A proposed bill aims to expand the “Walang Plastikan, Palit-Bigas” Program nationwide by integrating it into the 10-year Solid Waste Management plans of all LGUs under Republic Act No. 9003.

Originally implemented in Angeles City, the program allows residents to exchange 1 kilo of plastic waste for 1 kilo of rice, helping address both waste management and food security.

The initiative promotes recycling, waste reduction, and community support, with over 2.9 million kilos of rice already distributed during its implementation.
